Council takes action over soil dumping – again

Canterbury Hills residents may soon see an end to the constant stream of heavy trucks cutting through their estate to dump soil on open land adjacent to their homes.

Locals have staged months of protests over the activity, citing noise, dust, safety concerns and damage to local roads. In September they submitted dozens of questions to the council, and met with city officials behind closed doors to press their case.

Following that meeting, the council has lodged papers in the Victorian Civil and Administrative Tribunal (VCAT), seeking both an interim enforcement order and a full enforcement order under the Planning and Environment Act 1987.

Council alleges earthworks at 370 Riddell Rd is in breach the Hume Planning Scheme and poses risks to the environment and community.

“Council is committed to safeguarding the health and safety of the environment and the local community, and recognises the serious risk posed by continued unauthorised activity and increased truck movements in the area,” it said in a statement.

VCAT has listed the application for a mid-October hearing, though the council has urged the matter be heard sooner.

Asked who the enforcement order is against, council responded saying it “cannot comment on the specifics of the enforcement action”.

“We support the people of Canterbury Hills Estate and will not stop until a satisfactory resolution is achieved,” said council.

Council took a similar action in December 2024 when residents complained of earthworks at 370A and 430 Riddell Rd.
