Hands up at a group meeting question time.

Public question time at Hume Council 22 July 2024

PQ1186 PUBLIC QUESTION – DANIEL ENGLISH

The Council’s Governance rules allow for online attendance at meetings. My question is, what is the additional cost to the Council per meeting, as opposed to a streaming service only, to allow for two-way communication between a Councillor or Councillors online and those physically present in the chamber?

RESPONSE: CHIEF FINANCIAL OFFICER

Council utilises Zoom to facilitate two-way communication between Councillors and officers for Council meetings and Council briefings. Council has a corporate Zoom account which costs Council $8,382 per annum covering 30 different licenses. One of these licenses is for Council meetings and Council briefings.

With 23 Council meetings in 2023/24 the cost to Council was $12.14 per meeting.

PQ1187 PUBLIC QUESTION – DANIEL ENGLISH

For each Councillor (2020-2024 term), how many times have they logged on remotely to attend a council meeting instead of physically attending?

RESPONSE: CHIEF FINANCIAL OFFICER

Thank you for the question. Officers will take this question on notice and will provide a response at the next Council meeting.

PQ1188 PUBLIC QUESTION – AHMED KUCUKALI

Muslim Friday prayers attract a large number of cars on Railway Crescent between King William Cres and Kilmore Cres between 12.15p.m. and 2p.m. on Friday afternoon during winter and 1.15p.m. – 3p.m. during daylight savings. There is currently no standing signs along that strip with limited parking availability.

Is there a particular reason why the area has no standing signs and can council please consider either removing the no standing signs OR changing the signs to no standing except between the hours of 12p.m. – 2p.m. on Fridays.

RESPONSE: DIRECTOR INFRASTRUCTURE & ASSETS

Railway Crescent between King William Street and Kilmore Crescent has industrial properties on the east side and the railway lines on the west side.

Parking along this section of road is generally permitted along the east side (industrial side) but not on the west side (railway side) apart from a road bend where parking is restricted on both sides for safety reasons.

If parking was permitted on the west side, the width of the road would restrict trucks and they would find it difficult to manoeuvre in or out of the properties they need to service.

Unfortunately, based on the width of the road and the type of vehicles that are required to use the road the existing parking restrictions cannot be removed where they are required to service the industrial properties.

However, Council will investigate to see if there are any opportunities to reduce the extent of parking restrictions.

PQ1188 PUBLIC QUESTION – NATALIE HARRISON

Regarding: Sunbury Multideck Carpark. Can you please advise the original budget cost and what is the current cost to date.

RESPONSE: DIRECTOR INFRASTRUCTURE & ASSETS

The project budget is $39.112 Million. Even though the facility is now in use, there are some final invoices and minor works that are yet to be completed, such as the electrical vehicle charging stations. The cost of the project is on track to be within the allocated budget and once final invoices are received an updated response with the final project cost will be sent to the submitter.

PQ1189 PUBLIC QUESTION – CHRIS O’NEILL

At the previous council meeting (8/July) council indicated that the fill operation on Riddells road is operating without approval.

Why are we still seeing 200 trucks a day attending this facility, using local roads and illegally dumping?

RESPONSE: DIRECTOR CITY PLANNING & PLACES

Council understands this has been a frustrating process for residents of the area and we will endeavour to provide updates as and when we can.

Council officers have been onto the land to conduct an audit of the land use. This is the latest of a number of site inspections undertaken.

The operator has claimed a planning permit exemption applies to works being undertaken. Council officers are seeking to establish if this exemption does apply in conjunction with advice from legal advisors.
