Sunbury MP Josh Bull says he will not support any planning or environmental approval for the proposed waste-to-energy (WtE) plant in Bulla in its current form.
In a statement posted to Facebook on Thursday, 13 November, Mr Bull said he had met with environment minister Steve Dimopoulos and planning minister Sonya Kilkenny to discuss the licences issued by Recycling Victoria to HiQ (Hi-Quality) – which operates a site at 570 Sunbury Rd, Bulla.
“I have advised each Minister that as it is currently proposed I do not support any EPA or planning application put before them regarding Energy from Waste,” he said.
Mr Bull thanked residents who had contacted his office and said he shared their concerns as a lifelong local.

He also sought to clarify that no development or EPA licence has been granted to HiQ for a WtE facility.
Mr Bull has previously addressed community unease over the same company’s role in accepting contaminated soil from the West Gate Tunnel Project.
In July 2020 he raised concerns with state ministers and the EPA, although the dumping of soil in Bulla ultimately went ahead.
In his latest post, Mr Bull confirmed a parliamentary inquiry into waste-to-energy was underway and urged residents to make submissions (when the enquiry opens).
He said no licences should be considered until the inquiry’s findings were released (late 2026) to ensure “the process is as thorough, transparent and fair as possible”.
