The Victorian government has identified waste-to-energy incineration as part of its long-term waste strategy.

A facility has been proposed for Sunbury Rd, Bulla, and the planning process is underway by Eco-Hub operator HiQ (formerly Hi-Quality).

Supporters argue these plants reduce landfill and generate electricity. Opponents say they create pollution, increase truck traffic, and undermine genuine recycling. These types of facilities are already banned in the ACT due to health concerns.
